The Clark County Equity Coalition was started in October 2022 with a vision of Equal and meaningful preparation for all children, utilizing proactive measures.
They envision a future where every child receives equal and meaningful preparation for success, where proactive measures replace reactive responses, and every student is empowered to thrive with purpose and confidence.
Bridging the gap
CCEC works closely with the Board of Education and school leadership, committed to identifying gaps and creating space for brave, honest conversations. Together, they strive to elevate representation within school staff, especially for those from marginalized communities. It is through collaboration and courage that they foster true equity.

Donna Carter, representing CCEC, told WinCity Helps, “We amplify the voices of underserved and marginalized families (Black & Brown and LGBTQ students, those who are socioeconomically challenged, and students with different abilities), ensuring their concerns are heard and their children’s needs are met. We work to bridge the gap between parents and schools by removing barriers to information and advocating for inclusive, transparent communication.
“We commit to the lifelong process of learning and unlearning. We pledge to communicate outwardly—clearly, consistently, and with purpose. We value transparency because trust is built through openness.
“We center qualitative data, understanding that stories and lived experiences matter. And above all, we act with intentionality, knowing that meaningful change only comes through deliberate, thoughtful effort.
Professional Development Initiatives
CCEC has facilitated assemblies for students on equity and anti-bullying, as well as professional development sessions for teachers and staff. Some examples are a “Courageous Conversations” session at GRC, digging into the school district data, and discussing potential reasons and resolutions for some of the achievement gaps. They also hosted a professional development session on “Belonging vs. Inclusion” for Justice Elementary staff.
Challenges
Ms. Carter told us, “Two of the most pressing challenges we face as a Coalition are increasing parental engagement and addressing the growing misunderstanding of the word ‘equity’.

“Despite our best efforts to make events accessible and welcoming, engaging parents continues to be a hurdle. When we hosted a Courageous Conversations for Parents session focused on Clark County school data, belonging, and needed support, intended to inform the Board and district administration, we made every effort to remove barriers. The event was held at the Child Development Center in downtown Winchester, with free childcare, dinner, and a $50 gift card incentive for attending parents. Still, it was our lowest-attended session. As a parent myself, I know how busy and stretched families can be. That’s why we’re actively seeking input from parents: ‘What would make it easier for you to engage? What support do you need to feel heard and included?’

“We are also facing an unfortunate and growing challenge with the stigmatization of the word, ‘equity.’”
“This is incredibly frustrating because, at its core, equity is not about politics or division. It’s about ensuring every student has what they need to succeed. It’s about helping all students, regardless of background or circumstance, achieve a meaningful diploma and a strong future.”
Volunteers needed!
The Clark County Equity Coalition continues to drive meaningful change through a range of student and community-focused programs. Current initiatives include the Senior Medical Interpreter Co-Op, Black & Hispanic Achievers (led by Vache King), Professional Development for Educators, Courageous Conversations, and Mental Health Initiatives supporting students, staff, and families.
As the new school year begins, the Coalition is attending school open houses to share these opportunities and encourage student and parent involvement. All initiatives rely on volunteers, and the Coalition welcomes anyone passionate about educational equity to join in.
